On page 213, chapter 12, review the titles and chose the one you would most likely use.

Press Freedom versus Press Responsibility: The Pernnial Issue
Perennial meaning a long time. The perennial issue is a political topic. I like the first title because it is vague and intriguing. The second is dramatic but I feel like it is a long title. The third feels formal and very political. This to me would be a more formal paper, so I would have to say, "Press Freedom versus Press Responsibility: The Perennial Issue," takes the cake.
